Boards & Commissions
The following information is a brief summary of the City of Forney's current boards and commissions. In addition to these boards and commissions, the City Council may appoint short-term committees for special purposes.
All appointees to the city's boards and commissions must be residents of the City of Forney and must also be a registered voter. All appointments are made at the discretion of the Forney City Council.

Animal Shelter Advisory Committee
The purpose of this committee is to report annually to the City Council regarding compliance with the requirements of Chapter 823 of the Health and Safety Code (Standards for Animal Shelters). The Committee will also perform other tasks as directed by the City Council. Each member has a two-year term.

Architectural Review Board
This is a 5-member board of residents, citizens, taxpayers, and qualified voters appointed by the City Council to make recommendations and determinations regarding Certificates of Approval, Certificates of Demolition or Relocation, and Omissions of Necessary Repairs.

Board of Adjustments
The purpose of this board is to hear and review appeals of persons affected by any decision of the Zoning Administrator or hear variance requests related to requirements of the zoning ordinance. The board has the authority to reverse or affirm the Zoning Administrators decision, or to impose reasonable conditions on the applicant. The board consists of 5 members appointed for 2-year terms. They meet once a month as needed.

Building Standards Commission
This commission shall hear any case dealing with substandard building nuisances and make a ruling as to whether such building is a public nuisance and whether such building or structure should be repaired, vacated and/or demolished. This commission consists of 5 members and 5 ex-officio members. This commission meets as needed.

Charter Review Commission
This board will review the City's Charter and responsible for bringing any recommended changes to the City Council for approval.

Economic Development Corporation Board
The Economic Development Corporation (EDC) consists of 7 members who are appointed to 2-year terms. Appointment to the board is with the approval of the Mayor and City Council. The EDC promotes and develops business enterprises in Forney as a result of the half cent sales tax passed in 1994. The board meets monthly.

Kaufman County Appraisal District Board
A board of 6 directors governs the Appraisal District. Board members select the Chief Appraiser, adopt the annual district budget, appoint Appraisal Review Board members, and ensure that the district follows the policies and procedures required by law. The board’s authority over appraisal matters is limited. The board does not appraise property, make decisions affecting the appraisal roll, or review values on individual properties. The Property Tax Code assigns these tasks to the Chief Appraiser and the Appraisal Review Board.

Kaufman County Emergency Services Board
The ESD is an independent governmental entity managed by five members of a Board of Commissioners who serve two-year terms and are appointed by the County Commissioners. ESD #6 contracts with the Forney Fire Department to handle fire response services, as well as critical response for automotive accidents, critical incidents on ranches, and other emergencies. ESD #6 also works with the Forney 911 system to provide quick response during medical emergencies. The board meets on the third Wednesday of each month and holds additional meetings as needed.

North Texas Municipal Water District Board
A board of directors appointed by the elected city councils of the Member Cities governs the North Texas Municipal Water District Board. The board members are appointed for 2-year terms on a staggered basis. If a community has a population above 5,000, 2 representatives are appointed to serve on the Board of Directors. If a community has a population below 5,000, only 1 representative is appointed to serve on the Board of Directors.

Parks & Recreation Board
The Parks and Recreation Board was appointed by the City Council to make recommendations regarding the present and future development of city parks and recreation programs and facilities.

Planning & Zoning Commission
The commission recommends boundaries of various districts and regulations to be enforced therein and hears and makes recommendations to the City Council on any matters relating to zoning, planning or subdivision control. It is composed of 7 members serving a 2-year term; they meet monthly.

TIF / TIRZ Board
The TIF/TIRZ Board consists of 7 members who after the initial year, will serve 2-year terms. Five members are appointed by the City Council and 2 members are appointed by the Kaufman County Commissioners. The board is charged with adopting a project plan and a reinvestment zone financing plan for the TIF/TIRZ as described in Section 311.011 of the Texas Tax Code.
